libgpgme11-dev software package provides GPGME - GnuPG Made Easy (development files), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgpgme11-dev
libgpgme11-dev is installed in your system.
Make ensure the libgpgme11-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgpgme11-dev *
You will get with libgpgme11-dev package name, version, architecture and description in a table
